What is a SiGe plan?
The safety and health protection plan, or SiGe plan for short, is based on the Construction Work Coordination Act (BauKG) and is intended to ensure the safety of employees on construction sites. The BauKG transfers part of the liability in the event of an accident at work on the construction site to the client. The client therefore fulfils the following functions under the BauKG:
-Project manager
-planning coordinator and
-construction site coordinator.
These tasks are often performed by the same person.
The obligations of the BauKG apply to all construction sites above a certain size for which advance notification to the labour inspectorate is required and construction sites on which work is to be carried out that is associated with particular risks to the health and safety of workers.
Before the start of construction, the project manager has the task of arranging the preparation of the health and safety plan and then making it available to the employers concerned, their prevention specialists and the employees as well as all self-employed persons working on the construction site. The health and safety plan is drawn up by the planning coordinator in the preparation phase and must be taken into account later in the execution phase. This means, for example, that the joint protective measures (e.g. safety system on the roof) are included in the construction planning and the implementation is handed over to a company in the course of the tendering process. If work progresses or if changes are made to the construction project that have an impact on the health and safety of workers, the health and safety plan must be adapted immediately. Compliance with the health and safety plan is monitored by the construction site coordinator, whose appointment must also be arranged by the project manager.
Contents of a health and safety plan:
-General information
-Information about the construction site and its surroundings
-Work associated with particular hazards
-Protection and coordination measures defined on the basis of the construction schedule
-Jointly used protective equipment
-General regulations for the construction site
-List of enclosures
-Responsibilities for protective measures
After completion of the construction site, the documents for subsequent work must be handed over to the client by the site coordinator and explained if necessary. The documents can be seen as operating instructions for the safe maintenance of the building and serve to ensure the safety of those workers who will later carry out work on the building.
