What does the local building inspectorate do?
In addition to good planning, the coordination and monitoring of construction work from the start of construction to completion is essential for the successful realisation of a construction project. Ideally, building owners with no specialist knowledge should use external consultants to carry out the local building supervision (ÖBA) and protect their interests. The building supervision is carried out by appropriately qualified persons, often civil engineering firms, engineering offices or master builders. Our office has also maintained a small ÖBA department for decades.
The most important tasks of local building supervision include

-Ongoing monitoring with regard to standardised or planned and contractual execution
-Documentation of construction progress

Construction meetings are also held and documented in minutes. Any defects identified during construction supervision are documented by ÖBA and their rectification is arranged. In the event that ÖBA has to assume non-delegable client tasks (e.g. changes to deadlines or cost framework/budget, decision-making powers, etc.), these must be delegated in corresponding authorisations.
As the area of responsibility is not legally defined and, depending on the project, project management and accompanying supervision may be assigned in addition to local construction supervision, it is important to precisely define and delimit the service profiles in the respective contracts. There are standardised service profiles such as LM.VM (Leistungsmodelle.Vergütungsmodelle) that can be used as support.
